This study examines Malaysia’s progress, challenges, and readiness in implementing inclusive education for students with special educational needs (SEN), drawing lessons from developed countries (Finland and Australia) and developing nations (China and Egypt). Aligned with Sustainable Development Goal 4 (SDG 4), the analysis highlights Malaysia’s policy commitment through initiatives such as the Persons with Disabilities Act 2008, Education (Special Education) Regulations 2013, and the Malaysia Education Blueprint 2013–2025.
The study concludes that Malaysia’s framework is conceptually sound but requires stronger implementation. Key priorities include enhancing teacher capacity, expanding assistive technology access, strengthening community engagement, and ensuring sustainable funding to achieve a fully inclusive and equitable education system.
